Online Watershed Library. OWL is a searchable online database of watershed and stormwater articles, reports, manuals, plans, tools and other resources. All Center for Watershed Protection publications are free to the public on OWL. CWPA members and OWL subscribers have access to the full database. The Oregon Watershed Enhancement Board (OWEB) provides grants to help Oregonians take care of local streams, rivers, wetlands and natural areas. Community members and landowners use scientific criteria to decide jointly what needs to be done to conserve and improve rivers and natural habitats in the places where they live.
